Item not received by buyer
Someone purchased an item from me for about $7, I shipped the item the next day from Northern California, purchasing my shipping label through eBay. The buyer opened a case saying they have not received the item. Tracking shows the info below.

eBay has refunded their money (rightfully so if they never received it) as it does not show delivered. There has been no movement in tracking for more than two weeks. I'm not disputing whether or not the buyer received the item, as the tracking clearly doesn't show delivered. When the buyer initially opened the case I called eBay and the customer service agent assured me I was covered because I purchased the label through eBay and the tracking info was there. What recourse do I have as a seller, if any? What are my next steps or am I just out the item and the money I paid for shipping it? What are my next steps, if any? Can I file a case with USPS, and if so how would I go about doing so? TIA

Mentor2 years ago@collecticonquest Sorry the agent gave you bad advice. eBay is just an agent that sold you the shipping label. Buying the label from eBay doesn't make eBay in ANYWAY responsible for any delivery issues.
You do get at $100 insurance with the shipping labels, except for media mail
So what you do now is file a postal insurance claim>>

FOR FUTURE REFERENCE>>
When I see that a package is running late or "stuck" somewhere the first thing I do is sign up for text updates and let the buyer know that I am checking on the package and thank them for their patience.
If the package is 5 days late then I file a missing mail search for it.
I have had buyers tell me that they only were willing to wait longer for their item and not file a not received refund request because I kept them informed. I have had packages go on weeks long "walk abouts" in the totally wrong direction and never had a buyer file a not received case. I always thank buyers for their patience and assure them that they will receive their item or a full refund. My buyers are always willing to wait for the item.
IF a buyer DOES file a not received refund request you MUST refund them before eBay forces a refund from your account or you get a DEFECT and do not get your sellers fees back.
If the package finally arrives then you can reach out to your buyer to repay you.
