Item not received

Item not received, eBay opened a case but did not refund. Case closed, no appeal!I have proof of delivery from Evri, clearly not at my door.....How do I get my money back???

@bunty1961 This is volunteer help in the US. Log out and contact eBay customer service in the UK with proof that the seller did not ship to the address provided on the shipping label.
