Item not received

How do I contact a live person to report an item I didn't receive? I ordered a drill from a seller and less than 24 hours later I received an email stating the order was shipped and delivered. I can't get a reply from seller and eBay is just telling me there's a tracking number the item must have came. When I check the tracking info nothing comes up. There's no info on facilities my item went to no info when fed ex or UPS or anything else received it. Appears the seller took my money then provided a tracking number and made the system think it was delivered in less than 24 hours. I was definitely scammed. Now I'd just like to get my money back.

Mentor2 months agoTake the tracking number down to your local carrier's office and have them check their GPS for where the package was delivered. If it was NOT addressed to you and your address, have the clerk state that on their letterhead. They don't need to state the name/address attached to the tracking number, just that it was not addressed to YOU.

Explain that the seller is using fake tracking numbers
Include these phrases:
Seller uploaded tracking not associated with my transaction
Tracking details were not accurate
Seller use a false tracking number
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
