Item not received
I seem to remember Ebay updating what happens if you refund a buyer for an item not received (ie I shipped it and it is stuck in transit with post office and hasn't moved for a long time) and then they receive the item. Is there now a mechanism to get my money back?

The Sept seller news announced the change you described, but I see no details yet on how it will work. It actually sounds like the refund should be automatic.

If a shipment is delayed, buyers can submit a claim if they don’t receive their item on time. If this claim is approved, buyers will receive a refund, even if you shipped on time. This can impact your seller metrics.
This affects our seller metrics?

Your service metrics measure item not received claims as well as not as described returns. As far as I know, the claim is what is counted in your metrics, regardless of outcome. I see nothing indicating any adjustment to this count. But - remember that this is a measurement against your peers, not a rating based on the absolute count of claims.
