Item not received
What can you do when you pay for an item and a week later you have not received it and the seller doesn’t respond to your email. Now the seller has your money to use and you have nothing. You contact eBay and their response is wait the item may still be delivered and if you have not received it in another week contact us again and we’ll check on it. All the while the seller still has your money for now over two weeks and you’ll have to wait longer before you get your money back. To me that is **bleep**

One more comment from me:
The seller does not "have your money to use" if they have not shipped the item to you. Ebay will not release their payout until the item has been delivered.

You must wait until the estimated date of delivery has passed by at least one day to file a Refund Request.
What is the estimated date of delivery as shown in the Order Details in your Purchase History? Has that date passed already?
IF/WHEN the latest estimated date of delivery has already passed by at least 1 day, you have up to 30 days past estimated date of delivery to file a Refund Request:
Go to your My Ebay page >> Purchase history
If the seller does not respond after 3 business days, you can ask Ebay to step in to help you.
