I have filed a claim to PayPal , the claim was rejected by paypal , Because must filed the claim to Ebay , Now i try filed the claim to Ebay , but Ebay doesn't give us the possibility filed the claim , What is the solution now ?

What happens when you try to open a case with eBay? Is it past the estimated delivery date (but not more than 30 days past)?
