item not received

Question

I ordered/paid for a trolley jack 03/03/2023. The seller says it was delivered on 3/10. It was not cameras are around the house. Now the app says it was delivered on 3/11, it was not. The seller says he has a picture of delivery that he has never produced. Ebay will not refund my money cause it says they are waiting on the seller. The seller seems to be a liar. What do I do to get my money back, or is this a scam? It was paid for 03/03/2023

Have you opened a not received claim? If you, the seller has 3 full business days to respond. After that, you can ask eBay to step in.

If not, then after the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.
