Items are covered by the eBay Money Back Guarantee that are paid for using eBay checkout and display the eBay Money Back Guarantee symbol on the listing. Most items qualify, there are some exceptions though and those items won't have the eBay Money Back Guarantee statement on the listing.
You have 30 days from the last estimated delivery date to file a refund request one eBay. If it's over than then you need to contact your funding source and request a chargeback for a not received item.
You can file a refund request from your purchase history when an item is at least a day late arriving.
