Item not purchased was billed to account

Question

I searched Ebay for a certain type model and reviewed many and purchased one. I am now being billed and sent a model that I did look at online but did not purchase. Ebay has refused to assist and payment cannot be cancelled via paypal?? Options online to contest do not give a means to contest further nor a phone number to contact. Any Help out there?? would appreciate
