File a Return Request.

Go to your Purchase History, find the item, and under â€œMore actionsâ€ click on â€œReturn itemâ€ and select the reason for the return. "Doesn't match description". Attach a photo.
The seller will have 3 business days to either accept the return and provide a prepaid return shipping label OR refund without having you return the item,
If they don't do either, you can go back to your Return Request details 4 business days after you filed the Request and ask Ebay to step in.

@sickhenry I am sorry that you had a bad seller. You are covered by the eBay Money Back Guarantee. This not only gets you a full refund but also goes on the sellers record.

You have 30 days from date of delivery to file an item not as described refund request on eBay.

4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:

If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.
