item not arrived.
I bought an item on Feb 09.
and I opened the case on April 03.
The seller is not responding my messages.
It been almost 2 month.
I don't have "ask eBay to step in" option since its been more than 21 days.
Is there anything I can do to get my money back?

If you waited too long to ask Ebay to step in, then your refund request would be closed and there is nothing further you can do through Ebay.
If you processed your payment through Paypal, file a dispute through Paypal, otherwise contact the funding source you used to pay for the item.
