I placed an item on Ebay 18 months ago and later sold it locally. Having never removed it from Ebay someone claims they purchased it. No money has been put into my account and of course I don't have the item to fill the order.

You need to cancel the transaction as out of stock and refund the buyer if paid (through your list of sold items). You will have to fund the refund, then eBay will release the payment to your checking account. No one likes it, but that is how it works for all of us.
