Item never shipped

I have purchased an item and it never shipped and I expect a full refund why are they making me wait until the 18th to file when there's no proof of shipment

The 17th is probably the latest Estimated Delivery Date (EDD) that was provided at checkout. eBay requires buyers to wait until the day after the EDD has passed before opening an "Item Not Received" case, which is why the system will not allow a refund request just yet.

Your package may very well still be in transit. Carriers frequently miss acceptance scans, especially when casual sellers drop packages in collection bins or leave them for carrier pickup rather than having them scanned across a counter. It is very common for tracking to show no movement at all until an "out for delivery" or when final delivery scan appears.

If your item has still not arrived by August 18th, go to your Purchase History, locate the item, and select More actions > I didn't get it to open a case for a full refund.

The seller can do nothing about it right now. It's not even late yet, right?

Not all sellers use the eBay shipping center to purchase their shipping labels. So eBay will not have a tracking number for the package unless the seller would enter it manually. So you have to wait until one full day after the last estimated delivery date shown in your purchase history for the item before you can open a case for an "Item not received".
