Mentor2 years agoNew and infrequent sellers are subject to payment holds. In those cases, payments are not released until the item is delivered. What that means for you is indistinguishable from dealing with established sellers. You have eBay's Money Back Guarantee either way if you receive an item that is not as described or if there is no tracking showing delivery of your package.
