For items that are not as described you can file a return via the item in your Purchase history and eBay will issue you a pre-paid return label regardless of the Seller's return policy, use the reason, "Does not match pictures or description.": Purchases | Myebay | eBay
Follow the steps int he claim and you will eventually receive a refund or can ask eBay to step in and force the refund if the Seller has not refunded within 2 days of getting the item back.

You are covered by the eBay Money Back Guarantee.
Select "Return this Item" from the dropdown menu (if there is no big blue button).
Select "Does not match description"
The seller will have 3 days to accept the return, or refund you in full (their choice).
When they accept the return, you will be issued a pre-paid return label. *** On International returns, eBay cannot automatically issue a return label. The seller is obligated to manually send a label or send funds for a label (upfront, not after). If they do not, then you can ask ebay to step in on the 4th day after opening the return. ***
When the return is Delivered back to the seller, they will have 2 days to refund you.
If they do not, you can ask eBay to step in to force the refund.
