Item Location Misrepresentation
I have been scammed by item location misrepresentation, and I want to know exactly what eBay intends to do about it, since this is against their stated rules. So far, they have done absolutely nothing. I am only told to wait a bit longer to see if the item arrives by a certain date, but that is not the point. I always order from within the United States, and have always gotten my order within 5 days or less. I needed this particular item by a certain deadline, so naturally I would not knowingly order something from overseas where it could take 2 weeks to a month to arrive. The location misrepresentation rule states that this is to protect buyers from what I've just experienced - but eBay does not seem to enforce or to care about this rule. I want the seller banned from eBay and I want my purchase refunded, since it was made under false assumptions.

You can report the seller for item location misrepresentation here:
https://www.ebay.com/help/action?topicid=4022
eBay isn't going to ban a seller for one report, but the more reports they receive from multiple buyers, the more severe the consequences.
You cannot assume that every package will arrive within five days even if shipped within the US. Every seller has his own stated handling time which is built into the estimated delivery date shown on the listing when you buy and in your Purchase History after you buy. Most sellers will have a handling time of 1-7 days but it could be higher.
When it's past the estimated delivery date shown in your Purchase History, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
eBay is allowing extra time right now due to the severe weather that impacted the entire US this month. USPS is still trying to catch up.
