The seller location and the item location are two different fields. The seller can be located in China or Bulgaria and can be shipping from a Chinese warehouse located in California. Or, the seller can be Located in Kansas, and can be shipping Chinese goods from a warehouse in China. The item location simply helps a buyer determine whether the item is likely to arrive quickly.
Use the delivery times quoted in the listing (or in your purchase history if bought) to determine when an item will arrive. If tracking shows it is not shipping from a US location, you can report the item for "location misrepresentation" and can refuse delivery. eBay requires the listing to correctly state the item location. The Seller location is generally irrelevant.
Some sellers located in China have warehouses in the US. Some violate policy by misrepresenting the item location on the listing.
Check the seller's feedback comments to see what other buyers are saying. Also check to see how long the shipping will be and what type of service is shown. Unless the package will be delivered within a week or two, it's probably coming from China. That should be a clue to look for another seller.
