There have been many other threads on the boards about buyers receiving the message when the seller hasn't set up his shipping properly. If so, the problem doesn't lie with your specific location, it means that the seller hasn't set up his shipping so that eBay knows how much to charge for shipping. I use the word "know" advisedly.
