Item don’t arrive
the items don’t arrive, and I tried to contact with the seller , he is not answering. And eBay said the report window is closed. What can I do

If it is too late to open an Item Not Received case, then:
File a chargeback on your payment method, PayPal, or credit card. That goes back to eBay and your seller.
