If you purchased an item that is not working or is "not as described", it can be returned at the seller's expense within thirty days.

The seller will have three business days to provide a prepaid return shipping label, to pay for tracked return shipping out of the country, and refund you once tracking shows delivery, or else to refund you directly without requiring a return.
If the seller does not cooperate after three business days you should be able to ask eBay to step in and refund you.
