You should help the buyer as much as possible, but if you shipped to the address that was provided by eBay in the payment notice, and it shows delivered, you should not have to refund. If the value was over $750 you would need a signature confirmation of delivery.
You might suggest to the buyer to check neighbors or other family members.
I would also suggest that they go to their local post office to check with them to see where the package was delivered. The PO can give GPS coordinates of delivery when it was scanned and that might indicate if it was misdelivered.
I also encourage buyers to report to local police if they suspect that their mail was stolen.
