Item damaged upon receipt
Item was damaged upon receipt. Seller says the damage occurred while in possession of the post office. Who is responsible for filing a claim with the post office. My seller is saying that is my responsibility. My post office is say I must return the item to the seller and the seller must file the claim with their post office.

The seller is responsible, but generally you don’t want to ship the item - he should refund you but have you hold the item for possible inspection. If he wants it returned, he should send his own return label after the claim is settled, or have you print the eBay return label before he refunds.
The seller files the claim with the PO since he purchased the shipping.
Go to your purchase history - select return this item. Under reasons select does not match the description, and follow the prompts. In the comments note that the item arrived damaged.
The seller has 3 business days to send you a return label or a refund. If he doesn't, or says he cannot send a label, go to your case and click 'ask us to step in'.

If the seller doesn't refund you (or make arrangement for the return), you should open a Return Request. The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.

Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
PS, the seller can opt to refund you without you actually shipping the returned item, and that is what they should do.
If the seller does that, please hang on to the item and the packing material. The seller may need you to take the package in to the PO as part of his claim. You should already have the money back from the seller, but this will help the seller get his insurance claim.
