Item damaged upon arrival
Item purchased was a candle which was broken. I could see that the outside box was damaged. When I opened it there was a thin layer of bubble wrap on the bottom of the box with another smaller box sitting inside. No bubble wrap on candle itself. There was room for the smaller box to move around inside the larger box. Yes, the carrier mishandled the package but the seller did not packaged it correctly either.
Seller’s response was she would refund me for the item, EBay would refund the tax and I needed to pay shipping charges and file a claim with carrier. She did not want it returned back. Now, I do not feel it is the buyers responsibility to file the claim nor should I have to be responsible for the shipping cost. Seller does not want to accept any responsibility on her part for this. Is her response reasonable? Or am I wrong?

No, you're not wrong. It's the seller's responsibility to file an insurance claim. Here's what to do...
If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
Attach photos of the damaged packaging, all the packaging material, and the item. The seller can use these when she files her claim.
