Item damaged by USPS during shipping
Buyer received the item with the packaging damaged an the case for the coin inside slightly damaged.
Who is responsible for this?

Seller chose and paid the carrier. Seller files the claim, and if approved, seller is sent the funds from the carrier (contract is with seller, not buyer).
Buyer should be fully refunded (before claim is paid out to seller).
Buyer should not be penalized in any way for seller/carrier issues.
It’s always been this way on eBay (I’ve been here since 1996).
