Item damage by Global Shipping, how to contact agent. eBay's assistant doesn't work

HiI recommended Global Shipping to Canada,  $129 item, it arrived damaged.  First time this has happened. Customer wants full refund (global shipping program, custom fees) Followed eBay procedure: eBay wants me to issue label by deadline in four days.  Forum Posts accept return and then wait.  Customer purchased replacement... My question, is there any way to get a human agent for a eBay Global Shipping Program (Pitney Bowes)  to confirm that he will be refunded in...
