item arrived late and i received a refund for has now arrived and I would like to re-purchase it.
How do I resend payment to a seller for an item that I received a refund for because it was late being delivered?

If you are the buyer, ask the seller to send a PayPal invoice. If you are the seller, you can send a PayPal invoice to your buyer. Here's how:
