It has been 3 months since I brought the item (10-10348-9542010-10348-95420), and it is not even despatched yet, I have already reported it to ebay and ask for refund, but nothing happened and my request is being closed because of inactivity

What can I do

Call your credit card issuer and ask them to open a dispute for an item not received. Most cards can help for 90 - 180 days so do not wait any longer.
