Issuing a refund for a cancelled order.
I received a cancellation request for an item I listed which I am happy to approve. However, when I go to cancel and issue a refund, I am then taken to a screen showing the amount being held by eBay and the listing fee saying to be paid by my credit card on file. Does anyone know if I approve the cancellation request and issue the refund, that the seller will be paid 100% of their total charge to include I won’t be charged the listing fee; especially since the order will be cancelled, i haven’t been paid anything, and I have the option to cancel and re-list for free? Thank you!

Regardless of the timing of all the money moving from point A to point B to point C you will eventually be credited for the eBay fees when you cancel at the request of a Buyer.
