Issued a refund
Seller issued me a refund after I purchased a baseball card for $54 dollars as a buy it now ! The card increased in value to around $200 bacause he had 2 good games. He said he couldn’t find the card to ship out ! That’s is just bad business how can he get away with that . How can you post a card when you don’t have it !

You are correct this is bad business practice
What most likely happened is the seller saw the price increase and decided not to ship, using “can’t find item” as the reason
eBay does allow sellers to cancel and refund if they cannot fulfill the order, but repeated behavior like this can affect their account
What you can do is leave factual feedback, just describe what happened clearly without adding emotion

You will not be able to force the seller to ship the item, eBay will not complete the sale
You are financially protected since you received a refund, so the best step now is feedback and reporting so eBay can track the behavior
