Issue with Seller
I purchased a used Lenovo computer. The Seller said it had been fully tested and that it worked.
The seller sends me the product and it's missing the proprietary power cable. They admitted fault, and sent me the cable. They also offered a $20 "refund" (it was actually an Ebay gift card).
When I get the power cable, I plug the device in and it will not power on. It looks like the actual power interface on the computer is bad because if you touch it, it will sometimes illuminate for a second. Event then, If I hold it till it's illuminated, it doesn't power on.
I told the Seller and he said to go to Ebay to get a refund. Here's the problem.
He marked the "refund" as "returned...no need to return the item" as if he fully refunded it. That closed any obvious means of getting a real refund because Ebay thinks the item was returned when it wasn't.
Now, I have no idea what to do. I can't seem to get a hold of Ebay on the customer support line (always not in the correct working hours. Which is not true) and the website seems to think the item has been fully refunded. Somehow.
The Seller said he'd send me shipping labels, then suddenly changed his mind and said he "didn't wrong me!" and that I'd have to go through Ebay to get the labels. What do I do to get my money back and return this item to the Seller?
BONUS POINTS: If you could also tell me how to submit a formal complaint against this seller, that would be great too!

I am sorry that happened!
The seller can't close a return request without sending a refund. If you opened the return through eBay, and the seller marked it refunded, a refund was sent by eBay.

✓ PLEASE reply back with the status of the case, or if you didn't open an official case, I can advise you how to do that.
You can report the seller here
https://www.ebay.com/help/buying/resolving-issues-sellers/report-issue-seller?id=4022
But I want to know what sort of case you opened and what the status is so I can guide you better.

OP1 year agoThank you for the reply!
When he forgot the cord, he apologized and sent the cord, then he said he'd give me a $20 refund. I was like "ok, he wants to make this right." BUT since he did that, the order is considered refunded and the return is closed and it says "I don't have to send the unit back"
So he submitted the "refund" as if that was the agreed upon final amount. So now I can't submit for a full refund

You must have opened a Return Request at that time.
He offered that $20 so you'd accept
eBay rarely will allow a return request to be reopened.
You can appeal the case here. You must provide *new* information
https://www.ebay.com/help/buying/returns-items-not-received-refunds-buyers/appeal-outcome-case-buyer?id=4039
If eBay won't allow you to reopen the return request, then you will have to try a chargeback on your credit card. Don't start the chargeback until you get a decision on the appeal.

OP1 year agoI figured thats what he did. Offer the $20 because he knew he could stop the process.
He just sent a label via the chat to send the unit back. The problem is, if I send it back, he can just keep the unit too can't he? The return is considered closed by Ebay.
What should I do here?

OP1 year agoEbay says
"This case can't be appealed"
"This case is closed and can't be appealed"
I can't believe this is how Ebay does business. I mean this is so obviously wrongdoing on the sellers part.
He shouldn't be allowed to close a return completely unless they've refunded the money completely.
What can I do now? What do I tell my credit card company?
I got the unit, but it does't work. Give me my $100 because I got scammed? How does that work?
Thank you for all your help. This is so aggravating.

1) Before you do anything, try again to open a return request here
You should open a Return Request. The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.
You can open your return request here. Just click the photo and follow the instructions.

If you are not able to open the Return Request above, it would be because a Return Request was opened and then accepting the $20 closed the return.
2) You will tell contest the charge for the item being non-functional
Explain the computer you got was defective. It also had no power cord, so you couldn't test it until the seller sent a replacement cord and $20
Computer still doesn't work, it's defective,

OP1 year agoEbay won't allow another return request because it thinks the return is done. Which it isn't. That's why I'm in here pleading for help from someone. Thank you for taking the time to help me.
This is what I don't understand. How can someone give me a $20 Ebay gift card and then say that completes a return. It's utterly ridiculous.
I filed a complaint on the seller and I referenced the order number and return ID.
I explained the situation, but I have no idea if Ebay will do anything.
The return NEVER should have been closed as complete.
Scammer shuts down a return by simply giving the buyer a fraction of what they paid...

Ok, I just wanted to be sure you opened a Return Request, not a different sort of case.
A Return Case will close if the buyer doesn't use the label to send the item, or if the buyer accepts a partial refund, etc.

Your choices now are
1) Try to get someone on the phone or by official eBay Social Media to look at your case. They can see what happened. (I'll explain these 2 options below. )
or
2) File a credit card chargeback. Chargebacks are collected from the seller. Your credit card company isn't refunding from their pocket.
