Issue when trying to open an eBay store

Question

When I try to open a store it takes me to the subscription selection page but won't allow me to choose a subscription because I don't have a payment method on file. When I check the payment tab in my account there are several valid cards on file. When I click the link on the subscription page to add a payment method it takes me to a page that says I have no balance and there is no way to add a method from that page. How am I supposed to add a payment method for choosing a subscription?

@mechaniconamission  You need to list your first item in order to set up a "selling expense" card.You don't need to subscribe to a store to begin listing, you can easily list 100 items before you need consider a store.
