Is this some kind of scam?
Ordered something last month (from China). Received the complete order last week. Received an email today saying that the order is out for delivery. Package arrived addressed to me with the same tracking number containing a cheap little key chain I didn’t order. What gives?

It sounds like you actually avoided the key chain scam if you actually received what you purchased. Yes, some scams include a Seller selling something and then sending something cheap instead.
