Is this honest?

Vendor told me to put the package back together reseal it put "refused" on it and put it back in the mail, I think this is dishonest. I received the package and I opened it. The mail completed its obligation therefore someone's going to have to pay shipping to send it back. Am I wrong?

You are NOT wrong. The seller is trying to talk you into something that will adversely affect you.

If you wrote "refused" on the package, you will NOT be able to get any money back through Ebay's Money Back Guarantee.

File a RETURN REQUEST:

Within 30 days from date of delivery, go to your Purchase History, find the item, and under â€œMore actionsâ€ click on â€œReturn itemâ€ and select the reason for the return. Attach a photo.
IF your request is approved, the seller will have 3 business days to either accept the return and provide a prepaid return shipping label OR refund without having you return the item.
If they don't do either, you can go back to your Return Request details 4 business days after you filed the Request and ask Ebay to step in.
