Is this a scammer?

I buyer is attempting to buy a very expensive watch from me who is new on eBay and has no history of transactions. I accepted their offer, they are saying my funds are being held until I create a tracking label. My item is saying on my eBay page is saying no money has been sent. I am getting emails from maybe eBay saying the money will be posted after the item has been mailed. The email is saying I will be arrested if I don’t provide a tracking label. Please help what should I do?

@jwil1000 Never rely on an email; always sign in to ebay.com directly, not using a link from an email, and see what eBay says. Only ship if eBay says you have been paid.

Once the buyer has paid, when you go to print the shipping label, it will show the Authenticity Guarantee location. Make sure you pay for Signature Required as well as extra insurance. Since the item price is more than $1000, your payout will be held for up to 30 days. ebay wants to make sure the funds are available in case the buyer files a case.
