At a minimum the seller appears to be trying to avoid eBay fees by offering to sell outside of eBay; whether the offer is also a scam is difficult to say for sure.
Payments made outside of eBay's checkout system are not covered by eBay's money back guarantee, of course.
Any seller willing to take advantage of eBay by violating eBay policy to avoid fees may also be willing to take advantage of buyers in other ways.
