Is this a scam?
I ordered an item on August 7th. I received notification on August 8th that it was shipped. On the 9th the seller sent me a message telling me that they'd made some kind of mistake (it was very poorly written and hard to understand making me think it was not a native English speaker). They said it would take over a month for the item to arrive and offered to refund if I would like. I accepted the refund and the funds were returned to my bank account the next day on the 10th. MEANWHILE, I got a notification saying that it was delivered on August 8th. Obviously it wasn't.
Here's what makes me think it might be a scam. The total I paid was $0.01 more than what I was refunded. This reminds me of the scam where somebody gets your credit information, charges something to your account for one cent to see if it will work, then cleans out your account. Another possibility is they are running one of those scams where they're able to prove that they sent something like a packet of seeds so they can boost their review ratings. If so this is pretty smart because they didn't have to pay any shipping costs but still have a notification showing delivery.

Mentor2 years agoIf the transaction involved a currency exchange, a change in the conversion rate could affect the refund amount.
Sellers do not get any of your credit card information -- sellers are paid directly by eBay.
If you were dealing with a scammer, the scammer would not have voluntarily refunded anything, I think. Your seller sounds more like a new drop-shipper that has not quite figured things out yet.
