I received this message about my e bay account, is this accurate?
I took out the last digits as it refers to my e-bay account.
Greetings, I'm reaching out because I've been trying to purchase for a few minutes, but I keep encountering an error when I click the buy now button. I got in touch with customer support, and they explained that the source of the error is related to the configuration of your account. It seems that you have configured your account in a way that prevents new users from making purchases, and I happen to be a new user. As a solution, they recommended me to forward this link to you. By doing so, you'll be able to allow any other user experiencing the same error as me to make a purchase from you, and I'll be able to do the same.

It’s a good thing you asked.
This person is not telling the truth. They are trying to get you communicating away from eBay. Their long term goal is to steal your camera by sending you an email (or such) making it look like they paid.
Ignore this person. Ignore all the people who will be contacting you.
Most eBay transactions happen without any communication between buyer and seller. Buyer pays, seller ships.
New sellers with expensive stuff for sale will be targeted by scoundrels and ne’r do wells.
Never list what your business plan can’t afford to cover. It takes a lot of $20 sweatshirts and shoes to cover that $1500 item.
After doing eBay for 20 years, my limit is $150.

You need to ignore the message, do not respond and send it to eBay at spoof@ebay.com

There is no setting for any seller to block new buyers on eBay.
