Transit time is based on the carrier, the class of service, the seller's handling time, and the distance between you and the seller.
If you find an item you want to buy, you can ask the seller if he will add a faster class of service to his listing for you to choose at checkout. Be sure to do this BEFORE you buy as he may not be able to accommodate the request (for example, he may need to purchase or obtain special packaging which could increase the cost even more). Also note that if he has a long handling time, the transit time for overnight shipping for example is ADDED to that handling time - not all sellers ship daily.
That would be the responsibility of the carrier -- USPS, UPS, FedEx, etc.
When you are looking at items on Ebay, the listing page shows you the estimated date of delivery, so you can choose items that have shorter shipping times.
