is there a umber I can call to get help on fees overpaid /is there a phone?
I was charged by eBay for the VAT. When it arrived they charged me again. Who can I call or contact? thanks.

There are no Value Added Taxes, in the U.S.. Our purchases are only charged a sales tax levied by each individual state.
Given your username and the question you asked, If you reside outside of the U.S. but use a freight forwarding service to have items shipped to your country. The forwarding service may not know VATs have been already paid, unless you send them the information showing it was paid. You may want to login to the ebay site in the country you are buying from or having items sent to and ask about Double charging of VATs.
