No. Here's how to get through to eBay customer service:
Select the "Chat with our Automated Assistant" option and answer the questions until you're able to request an eBay Agent. If the option to "Have us call you" is available, you can select that.
If you have trouble with connecting with an eBay agent, or getting a call back, try again later. These options are not available 24/7.
