I suspect it's ebays way of preventing any ideas people may have in
engaging with ebay in any useful way, whilst appearing to care.
No, I've got that wrong. They don't even bother to hide the fact that
they really don't care.

You should be able to use the chat assistant on ebay.com to request a chat with an agent or a call back in North America.
For help in the UK, be sure to start on ebay.co.uk instead of ebay.com.
The options you see may depend on the particular issue you are having or what keywords you enter into the chat. Some options -- like feedback issues -- are handled via email, primarily.
