Is there a limit on the number of offers that can be sent to one buyer??

I have a list of some 60+ items that eBay indicated I could send offers on. After sending out approximately 15 offers, I got a message that I couldn't send offers on any of the remaining 40+ items. I suspect the majority of the initial offers were being sent to one particular buyer and that most of the remaining items were also ones this individual was interest in. Is there a limit to the number of offers that can be sent to an individual buyer?
