No, there is no way to call eBay directly, and probably no need to speak with them anyway as most issues are handled easily through their online tools.

Your best bet to get answers or get help with a problem is usually to ask for it right here. Just tell us what happened that is resulting in a need for a refund and what steps you've taken so far.
