Everything I see says all ground advantage prices increased. The average increase is 7.8%. Some of the lower weights did increase less than the higher weights.
I asked google AI specifically if the 4oz rate went down and got this answer -
"No, the USPS Ground Advantage 4oz rate did not go down in
January 2026; it increased as part of a general rate adjustment that took effect on January 18, 2026"
What did you specifically search for?
I don't know any of the old rates, so I can't say if they went up or down. If you know the old rate for a specific zone, you could compare it to the rate eBay quotes you with the shipping calculator, or the commercial rate chart here -
USPS website, all Google results for postage rates

Here's a screen shot from one source on the rates that went into effect yesterday on the 18th. No specific mention of USPS GA going down in that weight range you posted about, they actually went up 8.9%. However, other USPS GA rates have come down.
USPS website confirms prices for 4oz to 8oz went down and is now the same as under 4 oz. I just thought it must have been a mistake, but literally all postage calculators agree.
Thanks for posting the USPS Zone rate chart. I have a question for you. You have some things for sale for like $ 3.25 with Free Shipping ... like the collector card sleeves. Are you listing them with the ESE (eBay Standard envelope)? How are you shipping those lower end items? Just curious (not a criticism) how you would make any money on those type of items?
