Is it possible to only accept bids for people that actually pay?
This is the third time someone has placed a winning bid on this item and then proceeding to just not pay for it. So the item was relisted twice and it looks like it will now be relisted a third time meaning this will be the fourth listing of this item. Is there any reason that ebay rewards people for bidding on items they don't pay for?

Soon, auto-pay will be rolled out to all members for auctions and Best Offers. In the meantime, are you following these steps when you have a non-payer?
If a buyer hasn't paid by day five, select the cancellation option in the dropdown next to the order using the reason that the buyer hasn't paid. The buyer will earn an unpaid item strike on his account. Two or more and his ability to buy will be limited or even ended.
Add the buyer to your blocked buyer list here:

Scroll down that page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months. That will help to protect you from repeat offenders.

OP2 years agoOkay but why can't block people with just 1 unpaid item over their entire history? If ebay actually penalizes people for not paying for items they bid for then what are the odds that this would happen 3 times in a row to me for the 2nd item I have ever sold on ebay?

So the poor man who has purchased 3,000+ items on eBay over 25 years and had one unpaid item strike 15 years ago due to ending up in a coma after a terrible car accident would wake up to find out he had been blocked for life - no second chance? That's pretty harsh.
The odds of this happening to you are higher because you are a new seller. Long-time buyers generally look for a seller with an established reputation of consistently delivering outstanding service, especially for the type of item you are selling.
You can avoid unpaid items entirely by listing as Fixed Price (no Best Offers, no auctions) with the Immediate Payment Required option turned on in the listing form until auto-pay is rolled out to everyone.
