Is it normal to ignore refund requests when items are mis-delivered?
A few weeks ago I ordered 2 items from a vendor. It shipped quickly but was delivered to the wrong address in a different state. I reached out to the vendor to inform them that their product was mis-delivered. They apologized and asked if I would like them to resend the items or a refund. 1 hour and 8 minutes later I responded with, "Yes, I'll take the refund." as I had already sourced a replacement item locally for the same price.
2 days later they message me saying that they had sent out a replacement. They then said they would like to keep me as a customer and would I like to receive the product or a refund. 44 minutes later I responded to them again that I wanted a refund and I did not want their product.
2 days later the items showed up and they simply stated that the item had been delivered.
Ebay has been less than helpful so far, so I am now reaching out to the community to ask is this normal? Or should I be rightfully **bleep** that I now have to take the time to try and fight this? Or do I roll over and let this clown beat me into a sale?

That determines what you do next.
Also are the sellers located in the US?
