No. It is entirely within the seller's discretion to let any offer expire without action (if s/he even has an opportunity to see the offer before it expires). Each offer when made has a maximum expiration date given at and from the time it is made (I think they are all 24 hours now, it has varied up to 48 hours and sometimes the offeror gets to choose between 2 or 3 options) but expire earlier when the listing ends (e.g. when someone else buys it) or for an auction format listing when the first bid is placed on the auction.

Mentor3 years agoSellers can accept, decline, make a counter offer, or ignore. All are acceptable.

Mentor3 years agoNo they are not. If you haven't heard anything past about 24 hours it is unlikely you will hear from them.
