Iphone in worse condition than advertised
I bought an Iphone 15 pro in excellent condition, however the phone had bunch of scratches and not in the condition it was advertised in. I messaged the seller multiple times and they were very slow with responding, but we agreed to a 10% refund 3 weeks ago and they still haven't sent it after multiple messaging of reminding them.
What actions can I take?

I would open a return for an item that is not as described.
Here's what to do...
If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

Please DON'T do that. Once a case is closed, you cannot reopen it.
The seller can send you the partial refund through the case. If he doesn't, just follow the instructions I gave you, and on day 4, go back to the case and use the option to ask eBay to step in. eBay will force a refund. I would not communicate with the seller any further.
