How do I get an invoice for combined shipping. When I follow the instructions it isn’t working. Can you call eBay any more?

Customer service cannot help. Only the seller can send you an invoice.
If the seller offers combined shipping, you would have seen the request invoice link in your cart, or it would have been combined in your cart automatically.
You could message the seller and ask if he combines shipping, but if he doesn’t have it set up, the best he can do is to refund a portion of the shipping you pay - he has no way to invoice you for the items.
