Mentor2 years agoAn eBay seller can't send an invoice without an order.
Bad people know this, and often try to confuse newer sellers by asking for an invoice and hoping to take the transaction off eBay.
A buyer can send you an offer, and you can counter offer. You can't send an invoice until the buyer clicks "buy" and even then, it is best to let eBay send the payment notification.
